This is just as confusing to me as people that hang out at bridge embankments during flash floods. Why the hell would you be handling your kid down by the storm surge?!

Seriously though I think local/state officials should bring charges of child endangerment after they've dealt with the storm and it's aftermath, this is just retarded stupidity at it's finest.
