hi Dog
first of all you need BattleCraft42, this usually comes on the CD-ROMs with the multipack game, if not then D/L it from FileFront, its free. You may also need the Mod Development Toolkit that comes with the anthology set, but this is also free to D/L from filefront.
Maps are difficult to construct from scratch, so try to plan it out on paper first, have a clear idea of how you want it to look; what terrain features you want (Rivers, Roads, Hills, Trees etc...) then what kind of objects you want (Fences, Houses, Bunkers, Sandbags, Roadblocks etc...).
then you need to know what kind of map you want; one for infantry, tanks, planes...
decide on your spawn points and vehicle spawns.
Do ALL of this before you start or you will end up with a mess.
Start small, use the smallest area setting on BC42, try to keep the terrain as level as possible to begin with, If you overcomplicate it on your first trys you will fail to get what you want, trust me I've tried.
Don't even think about Bots for your first few maps, they are hideously difficult to get right, you have to draw paths for them and all sorts.there are a number of online guides out there and there is also a tutorial on BC42, I will look up the stuff I found before and pass it on to you.
the best way is to just play around with BC42 until you are confident and competent, then try to make a full map.

*EDIT*
Dog, get in touch with pleasedontkillme, he has made a bunch of maps and should be able to help
