Can someone please tell me how to change my banner on my profile here in JiF ?

Remove that 2nd set of IMG tags on either end.

Also log into battlelog and click stats(very top of page after you login) to get your soldier number id from the stats page. It will be in the url address , for example mine is http://battlelog.battlefield.com/bf3/#! ... Gib/stats/" onclick="window.open(this.href);return false;357367988/

Copy and paste your soldier id into the page to create signature

Mess with settings as you see fit.

Click create sig

Copy and paste the BBC code it generates into your profile signature.

Submit

Done.

Shame the other sig didn't auto update & you had to visit the webpage every time to get the stats to kick on.
