My sister's computer gets a problem when starting Internet Explorer. I'm not sure, but I think it's IE7.
She's running Windows Vista Home Premium 32-bit.
Here's the error message (This was translated from norwegian to english by myself, so it may sound weird):

I understand that the problem has something to do with AVG. I've deleted cookies, temp internet files, taken a scan and nothing helped. Do we have to re-install AVG?
If it isn't a re-install button, we have to delete it and find the download from internet.
So my question is, is it possible to re-install AVG without internet?

If you suspect AVG is causing the problem, remove it and try running IE. If IE runs you know what the problem was and you can then download AVG again and reinstall. If IE still doesn't run, does she have access to another computer? If she does she could download AVG or even Microsoft's free anti-virus Security Essentials and Firefox. Copy the files to a CD or USB flash drive and then install them on her PC.
There are so many things that can cause that error it's hard to say "do this" to fix it. Did she install anything recently? Update an addon or program maybe? If you search Google for that error message many suggestions come up, you may just have to start trying each one until you find one that works.
You could try the easy stuff first though, defrag the hard drive, uninstall old programs that aren't used anymore, maybe restore the pc to the last restore point if there is a recent one. You wiped the temp files and cookies already though, so can't think of anything else. Let us know what happens ... these problems can be a pain in the butt to fix.
