The download is a compressed package which you need to extract the individual files from.
I am guesing you do not have the necessary software on you machine to do the extract so Windows is guessing at a package to use.
What you need is to download the trial of WinRAR from here (you probably need the top file which is the 32 bit windows version)

This is a trial version which expires after about 40 days. Costs $29 to buy

That 40 day trial is nothing to worry about. Im still able to unrar files since i installed it the 18. 04. 09
The maps are great! Love the way you are playing through stages at the challanges! In Tank Challenge you are fighting in desert, urban, forest, field, jungle/tropic and snow.

yeah, no need to worry about buying WinRAR as after the 40days you just get a message each time you load the program that says its not free do you want to buy - just close the message and it works fine

Yes but it's probably a good job that some people have morals & pay for it, otherwise these chaps wouldn't bother developing stuff.
