Here's what I want to do.
Two camera's, they can be webcams or even digital video cameras pointed in two separate directions.
The ability to record both feeds and play them back at the same time. I want them synchronized so that when something happens on video 1, I can know the exact point it happened on video 2. So split screen recording and playback is essential.
Not sure if this can be done through web cams and a good PC, a surveillance system, or even a couple of digitial video camera's linked to a PC for recording.
I'm not looking for freeware software, so it doesn't have to be done on the cheap.

I'm pretty sure the Capturix software is capable of doing what you want to achieve. It'll capture from two or more simultaneous devices. Afterwards, if you're wanting to do any actual editing with the video clips, such as clipping them or adding effects or splicing etc, then you'd need to import the two relevant videos into a video editing application such as Windows Movie Maker or rather some decent software which you may be prepared to pay for.
Pinnacle, Sony Vegas Movie Studio and Adobe Premier are some great applications that spring to mind.
They import and play back multiple tracks which can be manipulated, synched,and processed to your hearts delight.

you should also check out NERO, its really powerful software and can do just about anything when it comes to editing Video/audio
Not sure it can be used for simultaneous capture but you ca create professional quality movies, DVDs etc...
I believe(!?) that I have a copy lying around somewhere at home, I can post it to you if I can dig it out.
It retails for about £35/$50
