"Mark All Forums (or Threads) Read" button

You mean like the one on the main page in the lower left hand corner?

Just so we are clear

on the very first page it shows in the bottom left "Mark all Forum Read", however once you have clicked on a forum you will notice that there is one now on the top right "Mark all Topics Read", so in a way your both right.
